St. Croix County Public Health
Department is improving its capacity to respond to public health emergencies by
enhancing its agency response as well as its ability to work with partner
agencies and elected officials. The department continues to enhance and exercise
the following plans which have been developed collaboratively with the State of
Wisconsin Hospital Emergency Preparedness Plan and through the Western Region
Partnership for Public Health Preparedness.
The Public Health Emergency Plan
(PHEP) enables participating institutions and agencies to meet local, regional
and state needs in a collaborative and organized manner in the event of public
health threats and emergencies that may involve large numbers of affected
individuals. The PHEP utilized the National Incident Management (NIMS) to ensure
a standardized approach to prepare, prevent, respond to, and recover from an
incident. Components of PHEP include emergency plans and protocols for:

Pandemic (avian or bird)
Influenza Response
Acts of bioterrorism
Incident Command System

TRAINING AND
INFORMATION
In order to increase the
capacity of the Public Health Department to effectively respond to a public
health disaster, staff must continue to increase their competencies through
trainings in planning, response, mitigation, recovery and evaluation.
All staff have currently received formal
training, at several levels, in the National Incident Management System and
in the Incident Command System. These trainings include NIMS 700, ICS 100,
ICS 200, ICS 300 and ICS 400 (for Command Staff only). Each staff has
participated in several exercises developed to practice and test identified
and potential public health disasters such as acts of bioterrorism and
pandemic influenza or other communicable outbreaks. Additional trainings

of the Western Region Partnership for Public Health Preparedness is to
protect the health and safety of the citizens living in the
jurisdictions of the member agencies; and to promote the professional
development of its individual and organizational members in terms of
public health emergency preparedness.

The Cities Readiness
Initiative (CRI) is a pilot program to aid cities in increasing their
capacity to deliver medicines and medical supplies during a large-scale
public health emergency such as a bioterrorism attack or a nuclear
accident.
